This is only true in the sense that a big CMOS pixel can spare some room for extra transistors near the photosites which can keep read noise down at high ISOs. However, for the same *type* of technology (multi transistor CMOS vs multi-transistor CMOS or simple CCD vs simple CCD), there is actually similar or less read noise integrated per unit of area for higher pixel densities, and shot noise is about the same (or improves as manufacturers find ways to still increase quantum efficiency). And really, only the very best multi-transistor CMOS pixels outperform high-MP P&S pixels in read noise per unit of area per area at ISO 1600; most do not, and none outperform at base ISOs.
