I think a major reason people (including myself) got upset and suspicious was because it felt so unclear from the web site who stood behind the competition.
If it's a small private initiative I think the conditions and prices are completely ok.
Like Hans wrote I guess we photographers are too used to various scam competitions with the sole purpose to get hold of cheap images for publishing. This doesn't seem like anything like that now when you've told us more. Good luck
